RESTRICTIONS STILL IN PLACE

Updates on Community Quarantine. 

MEASURES

  • Starting from 1 January 2021, the government announced Metro Manila and other areas, including Batangas, Isabela, Davao City and Davao del Norte, Iloilo City, Illigan, Lanau del Sur, Tacloban City, City of Santiago will be placed under General Community Quarantine (GCQ).Meanwhile, the rest of the country will be placed under the more relaxed modified GCQ. The enforcement has been planned to be in place until 31 January 2021.
  • On 19 January 2021, it was reported that the Tuguegarao City shifted to Enhanced Community Quarantine (ECQ) and this will be enforced until 29 January, 2021. In addition, starting from 18 and 21 January respectively, modified ECQ has been imposed to the Borongan City in Eastern Samar and Baggao City.
  • On 21 January 2021, the government issued the amended Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines. All activities shall comply with the latest guidelines throughout the quarantine.

IMPACT ON FOOD SUPPLY CHAIN

  • Under ECQ, food preparation establishments are only allowed to operate for take-out and delivery services. Private establishments involved in the value chain activities related to food are only allowed to operate at a maximum of 50% workforces. However, industries involved in agriculture, forestry, and fishery are permitted to operate at full capacity.
  • Under MECQ, dining establishments are only allowed to operate for take-out and delivery services with 50% operational capacity. Besides, the manufacturing industries classified as beverages, including alcoholics drinks, will be allowed to only operate at 50% workforces. The rest can operate at the full operational capacity.
  • Under GCQ, businesses and employees involved in agriculture, forestry, fisheries, food manufacturing and food supply chain businesses (supermarkets, grocery stores, food preparation establishments for take-away & delivery only, food delivery services) are allowed to operate at full operational capacity. Restaurants and cafes are only allowed to operate with 30% venue capacity.
  • Under MGCQ, similar to GCQ, all the businesses and employees involved in agriculture, forestry, fisheries, food manufacturing and food supply chain businesses (supermarkets, grocery stores, food preparation establishments for take-away & delivery only, food delivery services) are allowed to operate at full operational capacity. A maximum of fifty percent (50%) of seating capacity has been given to the restaurants and cafes for the operations.
