At midnight of 11 April, the electronic customs declaration was opened for rice export. However, local rice exporters reflected unfair competition due to unannounced opening of the online site and the permitted quota was taken up within three hours.
MEASURES
- On 28 March, 400,000 tonnes of rice is approved for export for the month of April.
- The Vietnam Food Association (VFA) reported signs of unfair competition in the trade transactions related to the export quota, especially toward the small and medium-sized traders and the opening of the customs declaration at midnight without prior notice was seen as a lack of transparency.
- The Ministry of Industry and Trade has asked the Ministry of Finance to publicly announce the list of traders who have registered export customs declarations.
- The Ministry of Industry and Trade proposed to provide clear and specific details needed such as the name, quantity, export market, port or border gate of exportation so that traders can better understand the process.
IMPACT ON FOOD SUPPLY CHAIN
- There have been shipments waiting for unfinished export from 24 March. Consignments that are not cleared and exported will inflict heavy losses if traders fail to complete the customs declaration.
